Here are the 6 steps to creating a motion
tween:
- Create the object to be tweened.
Start with just one layer so there's no confusion
between the layers.

- Convert the object to a library symbol.
Select INSERT/CONVERT TO SYMBOL from the menu bar.
Make sure every piece of the object is selected when
you do the conversion. Any parts left over on the
tweened layer will cause the animation to work abnormally.

- Name the symbol and select the symbol type in
the dialog box that appears.

- Insert the second keyframe.
Place the arrow tool on a frame farther down the timeline.
Right click and select INSERT KEYFRAME from the dropdown
menu.
- Setting the animation ending position.
Move the object in the last keyfame to a point where
you want the animation to end.

- Creating the MOTION TWEEN.
Right click on the timeline anywhere between the 2
keyframes. Select CREATE MOTION TWEEN from the drop
down menu.

Your Flash screen should
look similar to this one. These
are all the steps needed to create a basic tweened animation.
